Focusing on five major tasks, such as "continuing to strengthen and improve macro-control, promoting steady and rapid economic development and" accelerating economic restructuring and promoting independent and coordinated economic development ",key tasks such as cultivating and developing strategic emerging industries, promoting major technological breakthroughs, enhancing core competitiveness and" focusing on strengthening energy conservation and emission reduction "have been placed in a very prominent position. Giving full play to its advantages, fulfilling the functions of "managing planning, standards and policies" entrusted by the State Council to the Ministry of Industry and Information Technology, and promoting the healthy and sustainable development of the semiconductor light-emitting diode (LED) industry are powerful measures to implement the spirit of the Central Economic Work Conference.
LED industry is one of the most promising strategic emerging industries in the world. It is an important part of the new generation of information technology and energy-saving and environmental protection industries among the seven strategic emerging industries. It has the characteristics of high industrial growth, rapid technological progress, strong driving role and broad market prospects. Lighting with LED as light source is called semiconductor lighting. Semiconductor lighting has the characteristics of high photoelectric conversion efficiency, energy saving, environmental protection, long service life and strong adjustability and controllability. It is another revolution in the history of human lighting after incandescent lamps and fluorescent lamps. Major countries and regions in the world have vigorously developed the LED industry, forming an industrial pattern in which the United States, Japan and the European Union take the lead and South Korea, China and Chinese mainland develop rapidly. "During the Eleventh Five-Year Plan period, China's LED industry achieved rapid growth. National ministries and commissions attach great importance to the development of LED industry, invest a lot of innovative elements and resources, and formulate corresponding industrial policies. All localities have also taken accelerating the development of LED industry as an important breakthrough in developing and cultivating strategic emerging industries, promoting energy conservation and emission reduction, and building a low-carbon economy, and have successively introduced a number of policy measures, which have effectively promoted the rapid development of the industry.
From 2005 to 2010, the scale of LED industry grew at an average annual rate of about 30%, and the sales revenue in 2010 was about 120 billion yuan. The ability of technological innovation has been significantly improved, and the luminous efficiency of LED devices in domestic backbone enterprises has reached about 110lm/W, which is narrowing the gap with the international advanced level. Packaging technology is close to the international advanced level. Metal organic source and sapphire substrate technology have made breakthroughs and been applied on a large scale. The application fields of the products extend from relatively mature fields such as indicator display, landscape lighting and small and medium-sized LCD backlight to large-sized LCD backlight, car lights, road lighting and general lighting.
The industrial development environment has been continuously improved. More than 30 national standards and business standards have been issued, and many standards are being submitted for approval or are being studied and formulated. Countries around the world have successively introduced timetables for phasing out incandescent lamps. Not long ago, the National Development and Reform Commission issued a roadmap for phasing out incandescent lamps in China, and it is planned to basically replace incandescent lamps with energy-saving lamps in 2016. The Ministry of Finance is studying and formulating a financial subsidy policy for LED lighting products, and a favorable industrial environment is taking shape, which will promote the rapid growth of the market. It is estimated that by 2015, the sales revenue of China's LED industry will reach 400 billion yuan.
Although China's LED industry has made remarkable progress, key issues such as the core technology has not yet made a fundamental breakthrough, the industrial structure needs to be further adjusted and optimized, and the standards and testing systems need to be established and improved urgently. The development of various regions is still uneven, the level of projects is uneven, and there is a trend of overheating investment. In 2011, affected by the global economic downturn, the demand of LED market slowed down, and in the past two years, domestic large-scale investment and construction capacity were released one after another, resulting in staged and structural overcapacity in the industry.
Strengthening independent innovation and promoting healthy and sustainable development of industry
The continuous breakthrough of LED technology and the continuous expansion of market demand have brought good opportunities and development space for China's LED industry.
At present, it is the key work to speed up the improvement of industrial independent innovation ability, narrow the gap with the international advanced level and promote the healthy and sustainable development of LED industry.
As the competent department of the industry, the Ministry of Industry and Information Technology will focus on the following work:
First, strengthen guidance and planning. In October 2010, the State Council issued the Decision on Accelerating the Cultivation and Development of Strategic Emerging Industries, and LED was listed as one of the seven important development directions of strategic emerging industries. 2011 is the year of planning, and our department has compiled a series of "Twelfth Five-Year Development Plans". No matter in "Twelfth Five-Year Development Plan for Information Industry", "Twelfth Five-Year Development Plan for Strategic Emerging Industries" or "Twelfth Five-Year Development Plan for Electronic Information Manufacturing Industry", LED industry is the focus of development. Strengthen the research on industrial development strategy and planning, coordinate major issues in the development of LED industry, and do a good job in industrial development guidance.
The second is to speed up the adjustment of industrial structure and focus on improving the ability of independent innovation. Adopt the strategy of combining independent innovation with technology introduction, use various channels of funds, increase investment in research and development, and break through key industrial technologies and large-scale production technologies; Improve the quality and level of foreign capital introduction, and encourage foreign advantageous enterprises to increase investment in the upstream areas of the industrial chain at home; Promote the technological upgrading of key enterprises and adjust the product structure through technological transformation and other means; Strengthen the integration of industrial resources, promote mergers and acquisitions of enterprises, and support enterprises to become bigger and stronger.
The third is to strengthen the construction of standards, intellectual property rights and testing systems, and vigorously promote the introduction and training of talents. Accelerate the formulation of LED-related standards and do a good job in publicizing the published standards. Accelerate the platform construction of LED intellectual property services and strengthen the construction of third-party testing institutions. At present, our department is exploring the working mechanism of comprehensive standardization in LED field, solving the problems of unclear technology centralization and cross-integration, and speeding up the research and formulation of relevant standards. Make use of the resources of colleges and universities under our Ministry to speed up the introduction and training of high-end LED talents. Strengthen communication and coordination with Ministry of Human Resources and Social Security, and jointly hold "Advanced LED Technology and Management Seminar" at the end of February 2012.
The fourth is to strengthen the interaction between the upstream and downstream of the industrial chain and increase the promotion and application of LED in various fields. Strengthen the connection and interaction of many links in the industrial chain, including key materials, chip manufacturing, packaging and testing, power modules, driving circuits, special equipment and related applications, and promote the coordinated development of the industrial chain. In order to meet the market demand, according to the principle of application development and industrial level, we will gather the superior resources of all parties and promote the coordinated development of industry and application.
Establishing industrial alliance, coordinating upstream and downstream to promote industrial development
LED is a high-tech cross-field, which extends from the field of electronic information to the field of lighting, and urgently needs the coordinated and interactive development of industrial chain. In this case, the whole industry needs unified planning and management at the national level, and the industry is also eager to set up a national unified industry organization.
According to the spirit of the State Council's instructions, organized by the Ministry of Industry and Information Technology, more than 100 domestic LED enterprises, lighting enterprises, industry associations, standardization organizations, testing institutions and other units decided to jointly establish the "China Semiconductor Lighting /LED Industry and Application Alliance". The establishment of industrial alliance is one of the important measures for our department to fulfill the functions of "managing planning, standards and policies" entrusted by the State Council, fully implement the Scientific Outlook on Development and promote the healthy and sustainable development of LED industry.
Industrial alliance should adhere to market demand-oriented, aim at cultivating strategic emerging industries with strong competitiveness, and establish a coordination mechanism for industry development; Accumulate the superior resources of the industry, coordinate and promote the independent innovation of LED common key technologies, develop large-scale production technologies, improve the reliability, consistency and stability of products, reduce product costs, improve the industrial chain, and promote the application of LED chips and products suitable for industrial development level, so that domestic LED products can really benefit the general public; Promote the establishment and improvement of the standard system, coordinate and promote the establishment of patent pools and intellectual property public service platforms; Organize the establishment of expert advisory committees, do a good job in the top-level design of industrial development, strengthen statistical analysis, study industrial development strategies, plans and policy measures, provide relevant services for alliance members, and provide support for government decision-making.
The LED industry is a strategic emerging industry, and there is still a long way to go. In the process of industrial development, it will naturally encounter problems in many aspects, such as system, concept, technology, market, etc. It requires not only the efforts of enterprises themselves, but also the attention, attention and support from all sides. The LED industry is an industry with great development potential.
